"The Northern California Rail and Port Truckers Association had called for the work stoppage after hundreds of drivers were prevented from entering the port's marine terminals Tuesday, the deadline to comply with new state air-quality rules.

All drivers were required to have radio frequency identification, or RFID, tags that verified the truck's compliance with the California Air Resources Board truck registry database. But hundreds of drivers were turned away because the transmitter units were faulty, or because there was a discrepancy between the vehicle identification numbers entered in the CARB database and the RFID database.
